Detailed Description of Project
During the last few years Indonesia has been hit by a series of natural disasters, including the tsunami in Aceh in 2004, the earthquake in Yogyakarta in 2006 and the earthquake in Padang in 2009, which have claimed thousands of victims, caused severe damage of property and infrastructure, and financial losses, and disrupted the local economies. The Province of Bengkulu is located on the Indian Ocean at the east coast of the Island of Sumatra. Due to its location on the ‘ring of fire’ and its rugged terrain conditions, the area is prone to natural disasters. An estimated 71% of the 1.6 million inhabitants live in disaster risk areas threatened by earthquakes, landslides, tsunamis, volcanic eruptions, flooding, abrasion, forest fires and drought. Based on the Spatial Management Law 26/2007, National, Provincial and Local Spatial Plans shall be reviewed taking into account the natural disaster risks. For this purpose the Provincial Government of Bengkulu needs to identify the relevant types of natural disasters and the disaster-prone areas, and map out for each type of disaster the hazards, the vulnerability and the resilience, or the capacity to cope with natural disaster events. Based on GIS the disaster risk maps must be compared with the old Spatial Plan of 2004 and the draft Spatial Plan of 2009 with the purpose of making adjustment to the Spatial Plan which mitigate disaster risks by reducing vulnerability and improving the capacity to deal with natural disasters. At national level disaster risk reduction and spatial planning requires the involvement of BNPB, National Development Planning Agency, Public Works and Home Affairs.
 

Services Provided:
The UNDP-SCDRR mandated Swisscontact to provide Technical Assistance to the Provincial Government in Bengkulu in setting up a GIS database, in preparing the disaster risk maps, and in reviewing the existing Spatial Plans. First, the Provincial Government of Bengkulu issued a decree to establish a Multi-Stakeholder Task Force as the ‘players’, supported by the Triple-A Team of Swisscontact in the role of ‘coach’. The purpose was to strengthen local capacity through ‘on-the-job-training’, to develop a sense of local ownership, and to facilitate access to information. Based on readily available data from multiple sources a comprehensive Atlas was produced comprising four logically interrelated sections: (I) Spatial and environmental profile; (II) Socio-economic profile; (III) Infrastructure profile; and (IV) Organizational profile. The ‘Spatial and environmental profile’ served as reference for identification of relevant types of disasters and disaster-prone areas. The information in the Atlas is visualized as thematic maps, diagrams, tables and pictures to facilitate dissemination and socialization to a wider audience. This way the Atlas can also serve as an effective education tool for schools, as a reliable reference for public media, as a guide for businessmen and investors. Based on the Atlas, recommendations for spatial development are made in the form of an Agenda that spells out the specific actions to be taken, when, and by whom. Finally Aturan-main (=Rules-of-the-game) are prepared to provide clear mechanisms for implementation of the Agenda, including enforcement, controls and sanctions related to the Disaster Mitigation-based Spatial Plan. Together, the Atlas, Agenda and Aturan-main are also referred to as the Triple-A Tools.
