      Background
      The coastal area of Jakarta is faced with multi-dimensional challenges, including recurrent flooding from rivers, from rain and from the sea. Besides the city faces acute drinking water shortages, pollution of rivers and groundwater, notorious traffic jams, congested neighborhoods and lack of open space. To address challenges of inland flooding, the Ministry of Public Works and Housing and the Provincial Government of DKI Jakarta have already embarked on extensive flood management initiatives. In recent years it has become obvious that technical solutions alone were no longer adequate to protect Jakarta from flooding and inundation. For this purpose the Jakarta Coastal Development Strategy (JCDS) was prepared in 2011 under the supervision of the Ministry of Public Works. The integrated strategy was followed by the preparation of the National Capital Integrated Coastal Development (NCICD) Master Plan in 2014 by the Central Government and Provincial Government of DKI Jakarta under the supervision of the Coordinating Ministry of Economic Affairs. The coastal land reclamation started after the enactment of Presidential Decree 52/1995 by then President Soeharto for the North Jakarta Coastal Reclamation (Pantura). Because these policies contradicted the General Spatial Plan of Jakarta for 1985-2005 in 2003 the Ministry of Environment issued a Decree that declared the plan for reclamation and revitalization of the North Jakarta Coast as not feasible. In 2012 the Governor of Jakarta issued a Governor Decree authorizing the land reclamation to proceed. On 27 April 2016 the ongoing land reclamations in Jakarta Bay were halted and a moratorium of 6 months was applied to assess the technical, legal, environmental and social implications of the land reclamations of 17 islands in Jakarta Bay, and to facilitate the integration of this reclamation into the NCICD Master Plan.

      Objective

       The primary goal of NCICD is the safety against flooding and revitalization of Jakarta. The main objectives of this activity are to support the formulation of a strategic roadmap for the updating of the NCICD Master Plan and the acceleration of implementation of urgent measures. The updated Master Plan shall provide the integrated planning framework for a multi-sector investment program that serves as basis for a multi-year implementation plan, that will be financed based on internal cross-subsidies with multi-source funding.
