Background & Objective : 
Background. At its conception, YUIMS was aimed at applying the tools and instruments developed during all the previous phases of YUDP to ensure the sustainability of urban development, in particular the provision of essential infrastructure facilities and services. Mid-way through the approval process of the YUIMS Project Document, the Asian economic crisis struck, putting into question all the previous assumptions underlying the project's conceptualization.
Thus, as early as the first half of 1998, it was realized that the project will have to reorient its priorities. In essence, it was acknowledged that, within its sphere, the project should be involved as well in mitigating the adverse effects of the crisis, especially on the urban poor. Also amid conditions that were in constant flux, it was deemed imperative for the project to adopt a highly flexible stance, accommodating the needs and priorities of its target beneficiaries.
The geographic coverage of the project was expanded to include as well the urban areas of the two Regencies of Kulon Progo and Gunungkidul, which up until this time have not been covered by the previous phases of YUDP I, II and III.
Objectives. With the concurrence of the executing agencies on both the Indonesian and Swiss Government sides, the project was reoriented toward the pursuit of the following objectives:

  • Rescue. This consisted of several dimensions, including propping up the most vulnerable segments of the urban population, protecting previous project achievements, especially urban infrastructure facilities and services, and preventing further environmental degradation.
  • Revitalization. This literally meant giving new life to a population that had been battered down by unemployment and hyper-inflation, to public services that had been rendered moribund by lack of public funds, and to an economy that was progressively imploding in the absence of new investments.
  • Recovery. In economic terms, this meant bringing back the nation's productive activities to their long-term growth potential by restoring the confidence of domestic and international stakeholders investors, in the long-term viability of the country's productive resources and in how its economic affairs were being managed.

Service Provided : 

The following major activities were undertaken:

  • Implementation of labor-intensive projects
  • Infrastructure asset inventory and performance evaluation
  • Preparation of outline spatial and infrastructure master plans
  • Formulation of revitalization agenda for the Malioboro Area
  • Pilot preparation of Atlas, Agenda and Aturan Main for Gunungkidul Regency.

Other accomplishments were:

  • Mobilization of the Joint Secretariat
  • Procurement of additional equipment for the sanitary landfill
  • Technical assistance in the O&M of the sanitary landfill
  • Organization redesign of the water supply enterprise of Gunungkidul Regency
  • Detailed engineering design of the second phase dumping site of the sanitary landfill.
